Sharing Water

In California, overstretched and increasingly variable water supplies are a basic fact of life. But water users often don’t understand when they can legally take water from a river or aquifer—or how much they can take. The state has struggled to implement its water rights systems and to establish protections for environmental water uses. California’s ecosystems and communities are paying the price.

CLEE’s Sharing Water work examines the root causes of this dysfunction. It also identifies ways to strengthen California’s capacity to fairly and effectively allocate water among different water uses and users, now and in the future.
