Overview

Methane is one of the fastest opportunities to slow near-term warming, given its high warming potential. Canada has reaffirmed itself as a global leader through its 2025 Enhanced Methane Regulations for the oil and gas sector. The regulations establish one of the world’s most comprehensive methane reduction frameworks, strengthening leak detection and repair, prohibiting routine venting, introducing performance-based compliance pathways, and enhancing measurement, monitoring, reporting, and verification. As more countries strengthen their methane policies, Canada’s experience offers valuable lessons for balancing climate ambition with implementation.

To examine these developments, the Center for Law, Energy and the Environment (CLEE) has released the report Balancing Ambition and Implementation: An Analysis of Canada’s 2025 Enhanced Methane Regulations. Based on a literature review and interviews with leading methane experts in Canada, the report analyzes Canada’s updated regulatory framework and identifies practical lessons for other oil- and gas-producing countries and jurisdictions. Among its recommendations, the report highlights the importance of:

  • Adopting risk-based leak detection and repair programs that prioritize the highest-emitting facilities.

  • Strengthening measurement, monitoring, reporting, and verification (MMRV) through direct measurement and independent verification.

  • Leveraging continuous monitoring technologies to improve emissions detection and accountability.

  • Framing methane mitigation as both a climate strategy and an economic opportunity that supports innovation, jobs, and export competitiveness.

While Canada’s regulations are among the most ambitious in the world, the report also identifies opportunities to strengthen implementation and measurement, as well as presents the country’s roadmap for jurisdictions seeking to translate methane commitments in the oil and gas sector into measurable emissions reductions.
